While businesses are currently not required to collect sales taxes on out-of-state sales so long as they don't have sites in other states (Quill Corp. v. North Dakota, 1992), Streamlined Sales Tax (SST) legislation in cooperating states will eventually lead to Congress requiring larger businesses to collect out-of-state taxes using programs such as Taxware or Alalara AvaTax.
