The ProPay system allows low-revenue US merchants to manually enter a customer's credit card information to receive payment. Fees for processing credit cards is 3.5% plus a 35¢ transaction charge. There is a $35 annual fee. Processing limits are $250 per transaction and $1,000 total per month.

For new merchants, ProPay conducts a bank account validation by depositing two small amounts to your checking account via ACH and then asking you what these amounts are -- much like PayPal. ProPay is available only to US residents with a social security number.

ProPay is not really designed for e-commerce, though it can be hooked to a website or shopping cart via an XML interface for $395 for the first year and $195 annually thereafter. ProPay doesn't offer order buttons or shopping carts.
